clean the caliper boots before you change the rotor unless you have verified the rotor is warped by measuring the runout. Dirt in the rubber will give the same feeling

i did have both calipers off and cleaned and copper greased etc but didn't pay much attention to the boots.

Thanks to Neggy for the tip.
Checked rotor runout and both well within service limit's.
Callipers nice and clean and pistons free.
Bled and first few pumps on lever produced some horrible black sludge.
Pumped it through with fresh Fluid and brakes are transformed
